Special Projects Attorney

Charly Shane Gilfoil is a Special Projects Attorney with the National Health Law Program. She contributes expertise to NHeLP’s work on use and collection of demographic data to promote equity in Medicaid, CHIP, Medicare, and the Health Insurance Marketplace. Charly’s work at NHeLP includes cross-movement, intersectional approaches to promoting health care access and centers community-driven solutions. Prior to her work at NHeLP, Charly represented individuals in Medicaid appeals and facilitated a Medical-Legal Partnership at Legal Aid of North Carolina in Durham.

Charly graduated from New York University with a Bachelor of Science in Nutrition and Food Studies and a minor in Public Policy. While at NYU, Charly worked to expand free and low-cost healthy food programs across the city. After graduation, Charly  worked for an AmeriCorps program in Newark, New Jersey supporting efforts for education reform.

Charly earned her J.D. from Georgetown University Law Center and is a member of the North Carolina and District of Columbia bars. She worked for the Civil Rights Clinic and served as the Editor-in-Chief of the Journal of Gender and the Law. Charly is inspired by activists of the civil rights movement and the early HIV/AIDS epidemic and hopes to carry their legacy.

When she is not fighting for justice, Charly is trying to make food grow in her garden or exploring the outdoors. She has logged hundreds of miles solo-backpacking the mountains of North Carolina and Tennessee.
