Executive Summary
This issue brief examines State Administrative Procedure Act claims and how they may be used to enforce and improve access to health care for low-income and underserved individuals. The brief explores numerous potential Medicaid-related state APA claims, and highlights issues that advocates should consider before pursing these claims.
