Executive Summary
NHeLP, along with our advocacy partners Justice in Aging, Disability Rights California, Disability Rights and Education Defense Fund, Bet Tzedek, and California Advocates for Nursing Home Reform, opposes the proposed In Home Supportive Services (IHSS) Trailer Bill which would stablish a statewide average baseline for IHSS hours and shift costs above that baseline to counties starting in FY 2027-28. IHSS is a critically important Medi-Cal attendant care program that serves almost 900,000 Californians with disabilities, including children and older adults. This proposal will force counties to cut IHSS hours, and will place hundreds of thousands of IHSS recipients at risk of far more expensive institutional care.
