Know Your Appeal Rights for the California Children’s Services Program

Executive Summary

The CCS Program can often be challenging to navigate for families with children with complex health needs. CCS children and their families who experience delays, denials, reductions, discontinuances or other changes to their CCS benefits have the right to appeal, including CCS children with Medi-Cal who have the additional Medi-Cal due process protections. When CCS families encounter barriers to care it is critical, and legally required, that they are able to appeal and assert their CCS child’s rights to access the care they need through the CCS Program. We hope our fact sheet empowers families and their children to hold CCS programs and providers accountable when trying to enroll and access the necessary CCS-related services and supplies they need.
