Executive Summary
Advanced practice providers (APPs) are licensed health care practitioners, other than physicians, who may practice independently and bill directly under state law. Public health research supports making a variety of services available through APPs. There are two primary state policy levers that impact Medicaid enrollees’ access to advanced practice care: prescriptive authority and provider payment.
This issue brief examines how Medicaid interfaces with scope of practice laws, and where states have flexibility to use an advanced practice workforce in the program.
