Liz McCaman is a Senior Attorney in the National Health Law Program’s Washington, D.C. office (despite being born and raised in California). At NHeLP, Liz directs the organization’s Contraceptive Equity Initiative, and her advocacy promotes state reproductive health policies that improve coverage, access, and care quality in both Medicaid and private insurance.

Previously, Liz worked as a Policy Associate at the National Academy for State Health Policy, where she provided technical assistance for the implementation of Medicaid, CHIP, and public health initiatives. Liz began her legal career as a Research Attorney for the California State Board of Pharmacy, drafting regulations that permit pharmacists to furnish self-administered hormonal contraception without a physician prescription.

Liz received her MPH in Health Policy with a concentration in Women, Gender and Health from Harvard University. She has a JD from the University of California, Hastings College of the Law, and a BA in Political Science from Loyola Marymount University. She is a member of both the District of Columbia Bar and the State Bar of California (inactive). Liz is the proud fur parent of a Swedish Vallhund, and can be found out and about in Adams Morgan during her free time.
