Executive Summary
The U.S. Labor, Treasury, and Health and Human Services Departments proposed a rule that may allow some employers to offer limited fertility and IVF benefits outside ACA consumer protections. NHeLP submitted comments asking the Departments to withdraw this proposal and instead utilize mechanisms that would ensure that low- and middle-income individuals have access to IVF, including through the EHB process.
