Executive Summary
Medi-Cal 2030: Person-Centered, Accountable, Sustainable Principles outlines an equity-centered framework to guide the future of Medi-Cal. The principles call for a person-centered program that eliminates exclusions, removes discriminatory barriers, and guarantees comprehensive, culturally competent care across the lifespan. They emphasize designing policies, systems, and technology with and for members to make coverage easier to access and maintain while protecting rights and dignity. At a time of significant federal threats to Medicaid, these principles provide a clear roadmap to align policy, investment, and implementation with the goals of improving health and advancing fairness across California.
