Issue Brief 4: Medicaid Managed Care Final Regulations: Quality and Transparency

Executive Summary

This issue brief will review selected provisions in the final rule, Medicaid and Children’s Health Insurance Program (CHIP) Programs, Medicaid Managed Care, CHIP Delivered in Managed Care, and Revisions Related to Third Party Liability implementing the requirements concerning quality and transparency. The final rule advances quality assessment, transparency and oversight, but also provides state advocates opportunities to strengthen and clarify the regulations being implemented. NHeLP provides recommendations throughout the brief to help ensure a robust implementation.
