Executive Summary

Congressional Republicans are considering policies that would cut funding for Medicaid through their forthcoming budget resolution. Emerging proposals could include Medicaid work requirements, per capita caps, limiting the federal share of payments and other options to severely reduce funding. All of the proposals would make it harder for people to access health care programs and services.
