Fact Sheet: What is a Per Capita Cap?

Executive Summary

The incoming administration and the forthcoming conservative majorities in Congress are advocating changes to Medicaid intended to greatly limit the intent of Medicaid and its scope. One tool being proposed by the politically conservative majorities is something called a “per capita cap.” NHeLP, which fights to preserve and bolster the Medicaid guarantee, explains in a one-page fact sheet what a per capita cap is, and how it would “dramatically cut Medicaid funding.”
