Comment on USCIS’s proposed changes to the address change form

Executive Summary

In a comment to the U.S. Citizenship and Immigration Services (USCIS), NHeLP opposes the proposal to require certain immigrants to provide information about their receipt of public benefits on a change of address form, Form AR-11. For decades, Form AR-11 has been a simple address change form and the proposed changes are confusing and unnecessary. Our comment explains that collecting this information on the form is not necessary, burdensome, and most importantly, will exacerbate the chilling effect among immigrants and mixed-status families causing them to disenroll from vital public benefits they are entitled to like Medicaid.
