Executive Summary

State Medicaid programs must cover family planning services and supplies, however, states have some flexibilty to determine which services and supplies are covered. This state-by-state chart and the accompanying report, Over-the-Counter or Out of Reach? [NB can this be a hyperlink to the report] document that most states cover emergency contraception in their Medicaid programs, but there is variation in how it is covered. Only 12 states have mechanisms to allow over the counter access without a prescription.
