Ian McDonald is a Policy Analyst in the National Health Law Program’s North Carolina office, where he focuses on issues related to Medicaid expansion, Section 1115 state demonstration waivers, and Medicaid litigation.

Ian received his J.D. from Duke University School of Law. During law school, he worked with the Civil Justice Clinic, assisting clients on housing cases and administrative appeals related to health care licensure. He later worked with the Health Justice Clinic, assisting clients with the preparation of end-of-life documents and appealing clients’ loss of disability benefits. During his summers, Ian worked as a Stanback Fellow with the North Carolina Conservation Network in Raleigh, North Carolina and as a legal intern with Pisgah Legal Services in Asheville, North Carolina. Ian was also an editor for the Duke Forum for Law and Social Change and a member of the American Constitution Society.

Ian graduated from the University of California, San Diego with a B.A. in Sociology. Before law school, he interned with the Legal Aid Foundation of Los Angeles in its Long Beach office.
