Unwinding Medicaid Continuous Coverage: Checklist for Redeterminations

Executive Summary

The continuous coverage protection that has kept nearly all Medicaid beneficiairies enrolled since March 18, 2020 will end as of March 31, 2023. Beginning as early as February 2023, states will begin redetermining eligibility for the millions of people enrolled in the program, with terminations beginning as early as April 1, 2023. This “unwinding period” of Medicaid continuous coverage will go through early 2024 in most states. This checklist provides an overview of the minimum redetermination requirements states must follow, and identifies some common red flags that may indicate failures by the Medicaid agency to meet those requirements.
