Executive Summary
Republican Senators Lindsey Graham, Bill Cassidy, Dean Heller and Ron Johnson (hereinafter “Graham-Cassidy”) this week introduced a bill to repeal the Affordable Care Act (ACA) and eliminate the current financing structure of Medicaid. This bill, similar but in some ways worse than the failed Better Care Reconciliation Act (BCRA 2.0), highlights these senators’ desire to make drastic cuts to weaken Medicaid. This bill, like BCRA and AHCA before it, would strike a death blow to Medicaid as we know it.
