Presumptive Eligibility and Abortion Access

Executive Summary

Presumptive eligibility (PE) is a crucial tool states can use to provide expedited pathways to immediate Medicaid coverage for eligible populations, including pregnant people. Although PE is helpful for all patients, it is particularly useful for those who need time-sensitive services like abortions. NHeLP created a series of materials designed to inform advocates about the intersections between pregnancy PE and abortion access.

Below you can find links to 1) a Q&A that includes an overview of PE, how it works, its role in facilitating access to care for Medicaid enrollees, and how it can increase abortion access for low-income pregnant people, 2) a policy chart that provides information on pregnancy presumptive eligibility policies in the 20 states that use their own funding to provide abortion coverage to Medicaid enrollees, and 3) a fact sheet that provides a high-level explanation of pregnancy presumptive eligibility.
