NHeLP Statement for the Record on the Need to Expand Intensive Home and Community-Based Behavioral Health Services

Executive Summary

NHeLP submitted the following Statement for the Record in response to the Senate Committee on Finance’s Hearing on “Youth Residential Treatment Facilities: Examining Failures and Evaluating Solutions.” The statement highlights the need for focused expansion of quality intensive home and community-based Medicaid services, in order to meaningfully address the needs of youth with complex behavioral health conditions and prevent harmful out-of-home placements in residential treatment facilities, and suggests policy solutions to support this goal.
