Executive Summary
In the Spring of 2020, the National Health Law Program released its Medicaid Principles on Telehealth. We drew from our experience influencing telehealth policies before the COVID-19 pandemic. Some of these principles have been adopted in federal and state policy since then. However, we have learned a lot in the last four years as more studies have examined the use of telehealth by Medicaid beneficiaries and other low-income populations. This revised document incorporates analyses of those studies and makes some slight adjustments to our framing.
