Juliana S. O’Reilly

Juliana S. O’Reilly is a Senior Vice President & Managing Counsel for Global Enterprise Services at American Express.  As a member of senior management, she leads a team of seasoned business law and subject matter professionals who provide broad based support globally on issues related to banking regulation and supervision including risk management and governance, consumer financial services law and regulation, privacy, AI and data law, and global financial crimes regulation, among other things.

Prior to American Express, Juliana held roles of increasing responsibility including the Deputy General Counsel and Assistant Corporate Secretary of E*TRADE Bank, the Vice President & Deputy General Counsel for Legislation and Regulation at Fannie Mae, and a partner in Financial Services Law at Venable LLP, where she represented banks, insurance companies and securities firms on governance, corporate, commercial, litigation and regulatory matters. She also worked part-time during law school in the Enforcement Division of the US Securities and Exchange Commission, the Amtrak legal department and a Washington DC law firm.

Juliana has served in leadership roles for various non-profit organizations and bar associations.  She has served as the President, Vice President, Audit Committee Chair and Director of the Virginia Athletics Foundation (VAF), and in 2023, she served on VAF’s Executive Director Search Committee.  Previously, she was a founding director of the College Foundation of the University of Virginia and served as Chair of its Audit and Emeritus Society Committees.

She was the Vice Chair of the American Bar Association Banking Law Committee and co-chaired the Community Projects Committee, Nominations Committee and Judicial Endorsements Committee of the Women’s Bar Association of DC.

Juliana graduated from the George Washington University Law School and received her B.A. from the University of Virginia, where she was a two-time captain of the Women’s Swimming & Diving Team, an All-American and was selected to live on the historic Lawn.  She also qualified for US Olympic Trials in swimming.
