
Geraldine Doetzer is a Senior Attorney based in the Washington, D.C. office of the National Health Law Program, where she is a member of the Federal Advocacy team.
Before joining NHeLP, Geraldine worked at the federal Centers for Medicare & Medicaid Services (CMS) for nine years. At CMS, she designed and implemented model tests related to state-based and population health initiatives at the Center for Medicare and Medicaid Innovation before joining the policy team at the Center for Consumer Information and Insurance Oversight, where she developed regulations and guidance to protect consumers from surprise bills, improve access to preventive services, and limit the negative effects of junk insurance, among other projects.
Prior to her federal service, Geraldine provided direct legal services and conducted legislative and administrative advocacy to advance access to health care, housing, and other human rights at a number of institutions, including as a member of the clinical faculty at the University of Maryland School of Law, staff attorney at the Health Insurance Counseling Project in Washington, D.C., and public benefits attorney at the Legal Aid Justice Center in Virginia. She holds a B.A. from the University of Maryland, College Park and a J.D. from the William & Mary School of Law. Geraldine is licensed to practice law in Maryland, the District of Columbia (inactive), and Virginia (associate).
Geraldine lives with her family in her hometown of Baltimore, where she enjoys discovering new parks and snowball stands.
