Senior Attorney

Cassidy Estes-Rogers is a Senior Attorney at the National Health Law Program. She is a health law and public benefits attorney with more than a decade of experience advancing access to Medicaid and other critical benefits through litigation, policy advocacy, and systems reform.

Prior to joining NHeLP, Cassidy served in a range of leadership and advocacy roles at Charlotte Center for Legal Advocacy, including Chief Operating Officer and Director of the Health and Income Security Program. Cassidy has extensive experience representing clients in administrative and court proceedings involving Medicaid, SNAP, Social Security, and other public benefits. She has served as co-counsel in significant cases addressing systemic failures in Medicaid eligibility and redetermination processes, including Pachas v. N.C. Department of Health & Human Services and Franklin v. Sangvai. In addition to litigation, she has led policy and systems advocacy efforts that expanded access to care, including strategies that expanded eligibility for North Carolina’s Breast and Cervical Cancer Medicaid program.

Cassidy received her J.D., magna cum laude, from Charlotte School of Law, where she served as a judicial extern to the Honorable Albert Diaz of the U.S. Court of Appeals for the Fourth Circuit and the Honorable Sam J. Ervin, IV of the North Carolina Court of Appeals, and her B.A. in Arts Management from the College of Charleston.

Outside of work, Cassidy enjoys exploring new places with her family and friends, choosing destinations based on the next aquatic animal she hopes to see in the wild.
