Executive Summary
This toolkit aims to help state advocates improve the public notices that inform individuals of their enrollment status in limited-scope family planning coverage. To that end, we provide a model template notice for state Medicaid agencies to adopt, an advocacy checklist, and a community facing “Know Your Rights” template fact sheet to use in outreach efforts.
Ensuring that Medicaid family planning eligibility notices meet federal requirements helps ascertain that individuals will understand their Medicaid status, the scope of their coverage, and their rights. Through thoughtful consideration of legal requirements, best practices, and pitfalls in existing notices, this toolkit strives to support Medicaid advocates in helping beneficiaries access the coverage to which they are entitled.
