Jules Lutaba is a Senior Attorney at the National Health Law Program, based in California. His work involves a broad range of policy and administrative advocacy related to Medi-Cal and Covered California programs. As part of NHeLP’s California Policy Team, Jules helps create strategies for advancing equity and access to quality health care in California.
Prior to joining NHeLP, Jules was a staff attorney at two health non-profits—Legal Aid Society of San Mateo County and Mental Health Advocacy Services. For several years, Jules advocated for the health rights and disability rights of underserved Californians.
After graduating law school, Jules pursued his interest in international law and worked for three human rights organizations. First, he served as an intern at the United Nations Office of Human Rights in Switzerland where his work involved protecting various civil rights such as the right to education, free expression, and health. This position led to placements at free speech non-profits, Media Defence in London and Southern Africa Litigation Center in Johannesburg where Jules represented journalists facing criminal defamation charges.
Jules has his J.D. from the University of California Irvine and a BComm from the University of Calgary. Jules spends his free time with family and friends and his hobbies include hiking, reading, fashion, food, and soccer.
