
Elizabeth Zirker is a Senior Attorney with the National Health Law Program’s Los Angeles office. Elizabeth provides technical assistance and policy advocacy on a wide range of Medi-Cal and Covered California issues, with particular expertise in home and community-based services, including 1915(c) waivers and In Home Supportive Services.
Before joining NHeLP, Elizabeth was a Senior Counsel with Disability Rights California, where she concentrated on access to healthcare and home and community-based services for children and adults with disabilities in the Medi-Cal system through impact and individual litigation, policy advocacy, and direct service.
Elizabeth was a Borchard Fellow in Law and Aging with Disability Rights California. She received her J.D. from Berkeley Law, MFA in Painting from California College of the Arts, and B.A. in Art and English at the University of California, Berkeley.
Outside of work, Elizabeth enjoys spending time with her family, playing the violin with her band, and painting.
