Dylan de Kervor

Dylan (she/her) is a Senior Attorney based in the Washington D.C. office of the National Health Law Program, where she is a member of the Federal Advocacy team.

Born and raised in the San Francisco Bay Area, Dylan has been an advocate for social and racial justice since her youth. This passion led her to pursue degrees in law and social welfare to more effectively advocate for and with historically underserved populations, and she brings over 15 years of federal civil rights experience to her work.

Dylan brings over 15 years of federal civil rights experience to her work at NHeLP. Prior to joining NHeLP, Dylan served as Special Legal Counsel in the U.S. Department of Justice (DOJ) Civil Rights Division. At the DOJ, she worked on a range of civil rights policy and enforcement matters with a focus on Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, and the Equal Protection Clause of the U.S. This included defending access to gender affirming care for transgender and gender nonconforming youth, increasing access to state court services for individuals with limited English proficiency, and combatting race discrimination in law enforcement agencies and environmental decision making.

Dylan also served as a Section Chief and Senior Advisor to the Director of the Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services (HHS), where she was instrumental in developing the policy and enforcement strategy for implementing Section 1557 of the Affordable Care Act and led the development and issuance of the 2023 Notice of Proposed Rulemaking. While at HHS, Dylan also helped to establish a full-time language access coordinator for the Department and provided support to the Director and Office of the Secretary on strategic priorities including gender affirming care and sexual and reproductive health; health disparities and civil rights law; and environmental justice.

Dylan received her J.D. from the University of California at Berkeley School of Law, her M.S.W. with a concentration on Management and Planning from the University of California at Berkeley School of Social Welfare, and her B.A. in Urban Studies and Planning with a minor is Healthcare and Social Issues from the University of California at San Diego.

In her free time, Dylan loves to travel to new places, try new cuisines, read a diversity of fiction and non-fiction, and cheer on her Golden State Warriors and the Liverpool Football Club.
