Are Rights A Reality? Evaluating Federal Civil Rights Enforcement

Executive Summary

The National Health Law Program has urged the U.S. Commission on Civil Rights to investigate the “ways in which the Trump administration has actively worked to dismantle important federal civil rights laws that exist to protect the health rights of low-income people, people of color, LGBTQ people, immigrants, and other underserved communities.” National Health Law Program’s comments to the U.S. Commission on Civil Rights detail some of the specific actions the Trump administration has taken to rollback civil rights protections in the Affordable Care Act,  Medicaid, and reproductive health care laws. “By increasing barriers to care, particularly for communities that are already underserved, the Trump administration has not only threatened the ability of individuals to access quality care, but additionally, the ability of health facilities to provide quality care to those patients.”
