Special Project Attorney/Policy Analyst (Washington, DC Office)

The National Health Law Program is seeking a full-time experienced attorney or policy analyst in our Washington D.C. office. This person will assist our legal and policy staff with their work on Medicaid and health issues affecting low-income and underserved people with an emphasis on improving the collection of demographic data in public health programs. The position will last for two years (with a possibility of an extension depending on funding for the project), and will begin as soon as possible.

The National Health Law Program

The National Health Law Program (NHeLP) protects and advances the health rights of low-income and underserved individuals. Our offices (in Los Angeles, Washington D.C., and Chapel Hill, N.C.) engage in national, state, and local advocacy efforts, ranging from complex analyses of federal and state laws, policy advocacy, litigation, continuing legal education, and individual technical support. We work with lawyers and advocates, community-based entities, federal and state policy makers, health care providers, and clients.

The Position:

We are seeking a full-time special project attorney or policy analyst to join our policy team. The ideal candidate will have knowledge of health and civil rights laws, experience as a health advocate, and strong communication and writing skills. About half of the individual’s time will involve activities focused on policies and practices to expand demographic data collection in federal health programs. The other half will be spent on a variety of topics within NHeLP’s priorities related to health care access. The attorney/analyst will also work to achieve NHeLP’s priority of advancing health and related racial and economic equity.

 Specific Responsibilities:

  • Provide research and writing support for federal comments, issue briefs, fact sheets, blog posts, and other products pertaining to demographic data collection (including race, ethnicity, preferred language, sex, sexual orientation, gender identity, and disability) in federal health programs (including Medicaid, CHIP, and Medicare) and other health law or health policy issues related to low-income and underserved populations.
  • Author/co-author relevant written work products, as described above.
  • Monitor and analyze federal and state legislative and administrative changes to demographic data collection.
  • Convene a working group focused on demographic data collection in health programs with external funded partners and oversee the work of funded partners to expand demographic data collection.
  • Participate in meetings with other coalition partners and attend other relevant health policy events.
  • Deliver presentations to advocates on relevant health policy topics.
  • Undertake additional duties as assigned, including projects in additional subject matter areas.

Required Qualifications:

  • Graduate degree (J.D., or M.P.H., or similar M.A.; if individual has a J.D. degree, the individual must also have admission to the bar in any U.S. jurisdiction)
  • At least 3 years of legal or policy experience.
  • Experience as a health or civil rights advocate and/or demonstrated interest in health law and policy and health equity.
  • Excellent research and analytic skills including an ability to write clearly and concisely.
  • Experience in leading a coalition or overseeing work of partners or subcontractors working towards the same goals.
  • Ability to collaborate in a dynamic, diverse team environment for a mission-oriented organization.
  • Commitment to NHeLP’s mission and values including a commitment to diversity, equity, and inclusion.
  • Ability to attend in-person meetings in Washington, D.C. on a regular basis.
  • Fluency in Microsoft Word and the ability to perform internet research.

Preferred Qualifications:

  • Strong organizational skills and attention to detail, including the ability to handle multiple tasks and projects and prioritize appropriately.
  • Strong sense of self-motivation; ability to work independently while not hesitating to ask questions or to seek guidance when necessary.
  • Familiarity with issues related to demographic data collection and the organizations which have relevant subject matter expertise.
  • Ability to research and analyze proposed and final legislation, regulations and sub-regulatory guidance.
  • Ability to travel (we estimate this position may require travel up to a few times per year).
  • Experience with PowerPoint, Excel, or Westlaw/Lexis.

Commitment: full-time, initial two-year term (with potential for extension), beginning as soon as possible.

Salary: The starting salary for a candidate with a J.D. and 3 years of experience is $74,800 and for someone with 4 years of experience is $79,200. The starting salary range for a candidate with a Master’s in Public Health (M.P.H) with 0–2 years of experience is $54,000 to 57,000 and with 3–5 years of experience is $58,000 to $61,000.
